Westbound disturbances not developing

Disturbance Fifteen is passing about 200 miles north of Cartagena making a dash to the west with a ground speed in excess of 20 knots which will prevent it from becoming organised. This will beach tomorrow somewhere along Nicaragua's Mosquito coast without further development.
Disturbance Sixteen is around 700 miles north-east of the mouth of the Amazon moving west at 12 knots. Saharan sand across the convergence zone and upper level shear ahead will prevent development.
